Step 1

First of all, save a picture of building below, which we will use for this animation!



Step 2

Open a new Flash document (File > New > Flash Document). Press Ctrl+J key on the keyboard (Document Properties) and set the width of your document to 305 pixels and the height to 202 pixels (as the dimensions of picture). Select black color as background color. Set your Flash movie's frame rate to 28 and click ok. See the picture below!



Step 3

Choose now, file > Import > Import to stage (Shortcut key: Ctrl+R) and import a picture into a flash stage!

Step 4

While the picture is still selected, go to the Align Panel (Ctrl+K) and do the following:

1. Make sure that the Align/Distribute to Stage button is turned on,
2. Click on the Align horizontal center button and
3. Click the Align vertical center button.



Step 5

While the picture of building is still selected, press F8 key (Convert to Symbol) to convert this picture into a Movie Clip Symbol.



Step 6

Click now on frame 5 and 15 and press F6 key.

Step 7

GO back now on the first frame, and place your picture of building on the position like it is shown opn the picture below, using the mouse key, or by arrows. See the picture below.



Step 8

While you're still on frame 1, take the Selection Tool (V) and click once on the picture to select it. After that, go to the Properties Panel (Ctrl+F3) below the stage.On the right, you will see the Color menu. Select Advanced on it, click on Settings button set the following options and click ok.



Step 9

Then, select Filters tab from the left side. Click after that on the plus icon and select the Blur filter. Make the adjustments as follows:



Step 10

Select now frame 5, and place your picture on the position like it is shown on the picture below.



Step 11

While you're still on frame 5, take the Selection Tool (V) and click once on the picture to select it. After that, go to the Properties Panel (Ctrl+F3) below the stage.On the right, you will see the Color menu. Select Advanced on it, click on Settings button set the following options and click ok.



Step 12

After that, select Filters tab from the left side. Click after that on the plus icon and select the Blur filter. Make the adjustments as follows:



Step 13

Right-click anywhere on the gray area between frame 1 and 5 and frame 5 and 15 on the timeline and choose Create Motion Tween from the menu that appears. See the picture below.



We're done now!
