PART 1

1. Start a new document 500 x 800 (File >> New).

2. Make the background black with the "Paint Bucket Tool".

PART 2

3. Create a new layer.

4. Select white for your "Foreground Color".

5. Use a 60 px Soft Brush and brush out lines from the center.

6. Use a 40 px Soft Brush and brush out more lines from the center.

7. Use a 30 px Soft Brush and brush out even more lines from the center.

PART 3

8. Apply a Radial Blur:(Filter >> Blur >> Radial Blur) with these settings.

Amount: 100
Blur Method: Zoom
Quality: Good

9. Apply this same blur two or three more times until sufficiently blurred.

PART 4

10. Apply a Color Balance layer (Layer >> New Adjustment Layer >> Color Balance).

11. Play around with the settings until you find something that looks good.
