1. Open up a new document, 300px by 300px, and fill the background layer in black.
2. Go to Filter > Render > Lens Flare and place 3 lens flares randomly around the image at 100% brightness, and using 50-300mm zoom.
3. Now go to Filter > Sketch > Chrome and use detail : 10 Smoothness : 10
4. now to go Filter > Distort > Wave
The best technique to do this is to be random. have fun, mess around with the settings until you get what you like.
i used these settings
5. now on a new layer, do the exact same thing again, repeating steps 2,3, and 4 on a black background, only placing the lens flares in different positions. The only way to get the desired effect is to be random.
6. Repeat step 5 on a new layer, and then again on another layer, so that you have 3 different layers, each with different abstract blobs. remember to use different positions for your lens flares
7. Now set all the layers to lighten. this can be done by clicking the pull down menu on the layers window and choosing lighten.
8. And now you should be done. alternativly you can add a little bit of colour, like i have done. this can be done by creating a new layer, and using brushes to paint over certain (or all) of the picture, with the colour you like, then setting the layer style to soft light
