Go to filters -> render -> lens flare and set it as shown below.

Nowrepeat this step 3 more times, but place the lens other places so it looks like the one below.

Now go to filters -> sketch -> chrome and set it as below.

Now we want to change the colors and saturation of this abstract background effect.
Go to image -> adjustments -> Color balance and drag handles like described below.

Go to image -> adjustments -> levels and set it as below.

6.
And finally we want to twirl the image a bit so we dont have those perfect circles.

Go to filters -> distort -> twirl and drag it as shown below.

Now you should be done.
