Step 1: Create a new 800x800 pixels document. Set Red for your foreground and Yellow for background. Use the Gradient Tool(G) and drag downward from the top like this:

 Step 2: Go to Filter > Distort > Wave, select "Square" option. Click OK

 Step 3: Go to Filter > Texture > Patchwork and use the default settings (Square Size 4, Relief 8)

 Step 4: Go to Filter > Distort > Polar Coordinates, select "Rectangular to Polar" option

 Step 5: Go to Filter > Sketch > Chrome and use the default settings again (Detail 4, Smoothness 4) 

 Step 6: Go to Filter > Artistic > Plastic Warp, use these settings : Highlight Strength 20, Detail 13, Smoothness 12

 Step 7: Now go to Filter > Stylize > Glowing Edges and use these settings: Edge Width 7, Edge Brightness 10, Smoothness 6

 Step 8: This is the last step! Press Ctrl-U to open up the Hue/Saturation dialog box. make sure to tick the Colorize check box, adjust the Hue and Saturation values to have desirable effect!
