Step 1: Create a new 500x500 document.  Select the gradient tool and draw a gradient like in the picture below.

 
Step 2: Create a lens flare like this

  
Step 3: Go to Filter>Sketch>Chrome and select the options below.

Step 4: Go to Filter>Distort>Twirl and set the options to the image below

Step 5: Select the elliptical Marquee tool

Step 6: Go to Select>Inverse.  Then press delete.

Step 7: Lastly go to Image>Adjustments>Hue/Saturation and put in the settings below

And there you have it.  A green Storm
