Well as everyone is complaining about we need tutorials and no one is doing i might as well chip in again.

    STEP 1
    first open a new doc 500px x 150px.
    then filter/render/clouds.
    then filter/render/difference clouds.
    then press ctrl-f 20-50 times.
then press ctrl-m and mess with the curves until you get something you like.

then go to image/adjust/hue-saturation and play with it until you get a nice colour
    i used hue 173/saturation 20

    STEP 2
press ctrl-shft-n to make a new layer
    then filter/render/clouds
    then filter/render/difference clouds
then press ctrl-i to invert it
then ctrl-l to go to the levels modifier
now change the middle box(where it says 1.00) to .1
Repeat this step for as many flashes as you want to have (i done 2)

    STEP 3
select the Background layer and duplicate it(ctrl-j)
then press ctrl-l and this time change the middle box to 1.5
now make the 2 lightning layers invisible by clicking the eye next to them in the layers list
Now were ready for the animation
    transfer the document to imageready

    STEP 4
make sure you can see the animation window.if you cant, go to window/animation
    then duplicate the frame
now with the second frame still selected click on tween and tween with the previous
frame and add about 5 frames
now select the last frame in your sequence and duplicate it
now choose frame 6 and hide the background layer also make one of your lightning layers visible
set its blending mode to "linear dodge"
repeat that for frame 8 but make the other lightning layer visible
now choose the last frame and tween it with the first(add 5 frames again)
