1. Open up a new document. Mine was 800x600 in size. Fill it with black [000000]
2. Go to the brush tool and select a brush. A soft, round brush will be your best bet here. Mine is size 35 round brush. It should be there by default.

3. Now, set the color to white, ffffff. You'll want to click on the "brushes" menu, that should be Near the top, right by file browser. Once you do so, you'll want to edit your settings like shown below.

4. Create a new layer. Now, take your brush and make little dots along your canvas. You'll want to kinda clump them together, but try not to make it where they are overlapping one another. Try to get something similar to the image below. [note: make sure not to drag your brush, just click once and go to the next dot when doing this.]
5. Select the smudge tool. Set the strength to 50 and make the size of the brush around 20.
6. Now, trace along the outside of your brushed image in zigzag shapes. You'll want to just do this on the edges and try to avoid the center as much as possible. Example is below.
7. Go to filter > distort > wave and use the settings similar to below.
8. Now, go to edit > transform > perspective. Take the top left corner and bring it toward the top right corner to make something like below. [note, you can do this with any of the corners, bringing it to the opposite corner. Just find what you think looks best.]
9. Now you have a brush! Well, you can have a brush anyway. You can crop your selection, click ctrl + I to invert the selection, and then go to edit > define brush to save it! If you do these steps multiple times, you can get lots of different, cool-looking photoshop brushes to use on your next work!
Remember, you will want to invert it, otherwise the brush will be pretty weird.
