Step 1.First of all, make a new Photoshop document, with dimensions of 260x190 and a light blue background. Use the rectangle tool to create an aqua (ADF3EC) colored rounded rectangle , with a radius of 7. Use the rectangle to make a selection (select > load selection). Expand the selection (Select > Modify > Expand) by 3 pixels, and fill a new layer below with a darker color (A8CACF)

Step 2.Make a selection using the original rounded rectangle, and fill a new layer with (66ADB1). Feather (Select > Feather) the selection by 5 and then contract ( select > modify > contract) it 5, and delete the selected area. You should now have something like (b)

Step 3. Place the layers inside a Folder (layer set)

Step 4. This is the 2nd part of this Photoshop tutorial, where we'll be creating part of the flowers. Choose the pen tool (circled in red (a)), create a new path, and zoom in to 300%
Step 5. Create a curve using the pen tool. Change the pen tool the "convert point tool" (circled in red (b)). Drag the right segment, of the directional line, to the center (b)

Step 6. Create a smaller line (a) and then complete the path with another curve (a).

Step 7. Create a new layer inside another folder (layer set). Make a selection using the path and fill the selection with green (2B8E00), on the new layer. Feather the selection by 2 pixels and contract it by 1. Fill the selection with a lighter green (B4FF92)

Step 8.Zoom back, duplicate the shape and rotate it using the transform tool (edt > free transform). Make a few more duplicates, spreading them out (b)

Step 9. This is the 3rd part of this Photoshop tutorial. Create a new layer in another new folder called "flower". Zoom back in to 300%, and then select the gradient tool. Set it to linear gradient, the foreground to orange (F0A400) and the background to yellow (FFEB42). Drag the gradient tool from the top of the selection to about 3/4 of the way down of it (image b). Duplicate the gradient layer, flip it vertically (edit > transorm > flip vertical) and then place them like in image c). Merge the 2 layers together and then duplicate them (image d).

Step 10.Rotate the duplicate by 90 degrees (image a), merge them together and then duplicate it once more (image b). Rotate the duplicate by 45 degrees and then merge them together (image c).

Step 11.On a new layer, create a peach (FFC8D4) circle in the center, and then contract the selection by 2 pixels. Set the foreground to dark orange (EA682F) and the the background to a lighter orange (FF965B). Fill the selection and then add noise (filter > noise > add noise), setting it to uniform and 17%.

Step 12.Next, make a new layer and then create a bright yellow cirlce underneath the peach circle. Nudge the selection to the right a bit and then delete the area selected.

Step 13.Duplicate the resulting shape and then rotate it by 180 degrees (a). Merge the 2 shapes together, duplicate it and then rotate it by 90 degrees (b). Merge them together, and then duplicate it once more. Rotate it by 45 degrees, giving you something like in image c).

Step 14. This is the final part of this Photoshop tutorial. Next, merge flower folder (layer set) into a single layer. Duplicate the flower and resize it using the transform (edit > free transform) tool (a). Make couple more different sizs of the same color. Duplicate each size a few times, and change their color by adjusting the hue (image > adjustsments > hue / saturation)

Step 15. For the text, i've used the settings shown below (a). Make a selection using the text (select > load selection)

Step 16.Expand the selection by 2 pixels and fill a new layer below with a pech color.

And that brings us to the end of this Photoshop tutorial
