    Introduction:

I am using Photoshop CS for this tutorial, I am sure that any version of Photoshop is suitable, as the steps are very easy. This tutorial is going to show you how I make the vibrant color blurs in some/most of my artworks. With me so far? Good.

Please follow This link to see what I mean by "Colorful Blur".

Okay, Lets find us a small image. I am not going to go too much into detail here, because I want people to find their own way of doing things
But since a lot of people asked how I do it, I thought it would be good to give a heads-up. Anyway..lets use this image here:

The image is by wingnut-stock on DA

Now, you always want to start out by duplicating your background layer, that way, if you mess up, you wont have damaged the original picture You can easily duplicate the layer by going to your layer palette and dragging the background down to the new layer button, like this:

Once you have done that we are going to go up to Image-Adjustments-Hue/saturation or hit the keyboard shortcut CNTRL+U.
When the new window pops up we are going to go down to the bottom right corner and click on "colorize"
Now, lets choose a good color. Try these settings:

Okay, now go over to Filter-Blur-Gaussian Blur and make it a radius of about 3,8
After that, take your duplicated background layer and change the blendmode to Overlay

As you can see it adds a very soft color layer to the image. Experimenting with different colors like blue, green, red, and purple
gives you a different tone each time.

**As an added option you can collapse your layers into one CNTRL+E then duplicate again.
Desaturate your duplicate and add another gaussian blur(setting it to overlay as well), to make it even softer
Be sure to adjust your opacity levels of the layers because you dont want your image becomming too dark.
Also be sure to add a new sky, maybe a stormy sky. It will look much better trust me :)
    Here is my finished pic:

And that is how I make my coloful blurs. So easy yes? No big secrets in this technique, just plain experimentation.
    Enjoy!!!
