Start working by creating a new file (File>New) of 1600×1200px/72dpi. Using the Paint Bucket Tool (G), fill the new background layer with the color #14110A

Using the Pen Tool (P), we’ll represent several rays of the color #BFB376

Next we need to download a set of brushes for Adobe Photoshop, named grunge procedural and Cloud Brushes by Blazter [JavierZhX].
Create then a new layer and choose a standard brush of the color #736A42 (Opacity 20%) to represent a kind of attrition effect on our made rays.

The layer’s parameters: Fill 70%

Choose now the Ellipse Tool (U) to represent two small circles of the same color #CDC76A

Let’s represent inside the small circle a rounded element. We need to cut out successively (pressing Alt button) or adding (pressing SHIFT button) by circle of different thickness. The color is #8D8152

Set the next demonstrated styles by clicking on this layer on the layers’ panel: Blending Options>Gradient Overlay

Gradient’s parameters:

Make a copy of the last made layer and select Free Transform option to minimize the copy uniformly, adjusting it for the sizes of the earlier drawn circle. Select different styles this time. Blending Options>Gradient Overlay

Gradient’s parameters:

Make a copy of the layer containing the rounded ornament and choose Free Transform option to enlarge the copy uniformly this time, placing the way from below:

Set the next styles for the copy’s layer: Blending Options>Outer Glow

On the next new layer (Create new layer) we’ll apply the brushes out of the set entitled: Cloud Brushes by Blazter [JavierZhX]. The brushes are of black color (Flow 20%)

The layer’s parameters: Blending mode-Linear burn

Create a new layer again and use on it the brushes grunge procedural. We need to represent this way a more intensive attrition effect on the rays’ edges. The brushes are of the color #5B5851

Now we’ll find a photo of Holden Efijy car:

Cut it out and insert it on the new layer:

Choose the option Ctrl+U for the car’s layer:

The layer’s styles: Blending Options>Drop Shadow

Blending Options>Stroke

On the next layer we’ll apply the grunge procedural brushes to represent more attrition on the rays’ edges on the left side of the car. The brushes’ color is #5B5851. This layer needs to be situated lower than the car’s layer (on the layers’ panel).

Make a click on the bottom part of the layers’ panel Create new fill or adjustment layer>Curves

Insert the text we need now (I used this font from dafont.com):

Both text layers have the same styles: Blending Options>Stroke
