In this tutorial we will learn a simple way to create a seamless puzzle pattern.
Create a new file (File>New) with 1280x800 px and 72 dpi.
Next we shall use the Rectangle Tool (U) to draw the background of the picture to be.
Select these parameters for the new layer by making a mouse click on the processed layer on the layers?panel: Blending Options>Gradient Overlay
Gradient抯 parameters:
Take the Custom Shape Tool (U) and select from the next table a puzzle抯 element, colored with #40D7FE
The layer抯 parameters: Blending Options>Inner Glow
Blending Options>Stroke
Make a copy of the last made layer and move off the layer抯 effects. Choose after that the Paint Bucket Tool (G) to give the layer white color. Press Alt button and select the Pen Tool (P) to cut out an opening on the layer.
The layer抯 parameters: Fill 0%
Blending mode-Hard Mix
Blending Options>Bevel and Emboss 
Blending Options>Gradient Overlay
Gradient抯 parameters:
Getting a better result is possible if combine in a group all the layers composing the puzzle (for this operation we need to press Ctrl button to mark out the appropriate layers and then click on the left mouse抯 button to take down the marked layers on Create a new group selection).
Use the Custom Shape Tool (U) to draw another puzzle, applying the same layer抯 effects the first layer has.
The first layer:
Select again the Pen Tool (P) while keeping pressed the Alt button to cut out an opening on the second layer too.
We should keep on the second layer only this effect Blending Options>Bevel and Emboss, but the rest of them should be moved off. Fill 25%
Combine in a single group all the layers composing the second puzzle the same way we did with the first one. Make a copy of this new group and select Free Transform option to place the copy the way indicated below:
Select the Custom Shape Tool (U) and the Pen Tool (P) again to make the same operations and manipulations to draw the next element of puzzle:
Turn over the puzzle抯 layer, selecting Free Transform option and choose the same parameters for this layer the previous layers have.
Choose one more time the Custom Shape Tool (U) to draw another element of the puzzle. The first layer of this new puzzle抯 element has the same color the previous layers have.
The layer抯 parameters: Blending Options>Inner Glow
Blending Options>Bevel and Emboss
Blending Options>Stroke
Make a copy of the recently made layer and apply the same actions we did for the second layer of the very first puzzle. The layer抯 color should be white.
The layer抯 parameters: Fill 10%
Blending Options>Inner Glow
Make one more copy of the first puzzle抯 layer and select Delete Anchior Point Tool to erase the unnecessary points. The Convert Point Tool will be helpful in making the necessary corrections on the element抯 shape, making it look like in the next picture:

Make one more copy of the first puzzle抯 layer, applying the manipulations we did with the recently made layer, selecting also the same tools.
