Open new Document (280*250 px). Insert any background. I used a green leaf.

Create circle using Elliptical Marquee Tool and shift key. Fill it with red color. From the Layers palette, choose an option from the Blend Mode pop‑up menu and adjust layer style, just like in example below:

Create a new elliptical selection and subtract (C) from him it other small elliptical selection.

Fill it with light red color in a new layer. Go to Filter > Blur > Gaussian Blur (7-8)

Create new elliptical selection. Fill it with linear (white/black) gradient in a new layer. Adjust Screen Blending Mode for this layer.

Draw a backlash between wings using Pen Tool and Convert Point Tool.

Click Ctrl + Enter. Go to Select > Inverse Selection.

Cut selected part.

Add additional adjustments for Layer style (Drop Shadow and Pattern (Metal Landscape-Patterns)):

Create several circle selections in a new layer. Fill it with black color (Select all black circles using Elliptical Marquee Tool and deform them using Spherize Filter (Filter > Distort >Spherize)).

Adjust Blending Mode Options for this layer.

Create oblong ellipse in a new layer. From the Layers palette, choose an option from the Blend Mode pop‑up menu and adjust layer style. Create new sphere, just like Red Circle(wings), but use black colors. Flatten it using Free Transformation. Place layer with head under Red Circle layer.

Draw black horns using small round brush in a new layer.

Adjust Blending Options for this layer.

Draw small eyes, using Elliptical Marquee tool and Radial gradient( black/ brown). Create small white spots using round brush. Place this layer under Head layer.

I also have drawn horns using a circle brush from Assorted brushes.
