Here is a really quick and easy tutorial for making cartoons out of photographs.
We started with this image.

And made this image from it.

We start with the filters menu select Artistic > Poster Edges


We used these settings, but play around with them until you are happy with the effect.
You should now have something like this.

Now go to the Image menu and select Adjustments > Hue/Saturation.


We only increase the Saturation level, ensure the little preview checkbox is checked. Once you are happy click OK.
OK now this bit can be a bit tricky.
On your Layers Palette, right click on your picture layer and select Duplicate Layer.
(If your layers palette is not on screen it can be found under the Window menu)


On the Duplicate Layer options window, under Destination, from the Document option drop down list select New. And click OK
This will now create a new image with the copy of the original layer in it.

On your new image go to the Image menu and select Mode > Grayscale


Click Discard on the pop up box
Now we have a black and white image.

Now go back to the Image menu and select Mode > Bitmap

From the Method: Use selection drop down select Halftone Screen…

On the halftone Screen window, we used the following settings, but you may have to play around with the Frequency size to get the effect you want.

Under the Shape options make sure that Round is selected and click OK
You should have some thing like this

Now go back to the Image menu and select Mode > Grayscale

And just click OK on the option box that pops up.
Now go back to the Image menu and select Mode > RGB Color

Still using the black and white image go to the Layers Palette, right click on the layer and select Duplicate Layer

Only this time on the Destination options select the name of the original, colored image (Ours is called Cartoon.psd). And then click OK

You can now close the Black and white copy Image as we do not need it any more.
You should now have something like this, an image with 2 Layers.

Select the top, Black and white Layer. And change the blending mode from Normal to Multiply.

You should now have something like this.

Now adjust your top layer Opacity we liked 40%.

The speech and thought bubble shapes are found under the Custom Shape Tool

Add some text and there you go.
