I will show you how to convert your photos into a Line Art Effect.

Step 1: Open an image.

Step 2: Duplicate the layer. Now select the duplicated layer, go to Filter> Blur> Smart Blur. Use the following setting:

Step 3: We have now is white lines on black background, but we need black lines on white background to make it look like lineart. So we invert the background copy layer.
Go to Image> Adjustments> invert (Shortcut for Invert Ctrl+I).

Final Result!

So If you change the Opacity to '30%'. The result looks painting effect now.
