[1] Take a new file of 500 pixels, 500 pixels, of resolution 72 dpi in the RGB mode.

[2] Now Double click on the background click ok now again double click go to Blending Option use the following settings.

[3] Open your image like this.

[5] Take the Elliptical Marquee Tool make the new layer create a shape fill with White color.

[6] Go to Filter>Blur>Gaussian Blur use these settings.

[7] Create a new Folder, now change the Blending Option to Color Dodge.

[8] Your image will be as shown below.

[9] Add a new layer, inside the “Light Effects” layer, set white for the color and follow the images below.

[10] Select the Lasso Tool. Set 40px for Feather and create a selection like I did below.

[11] Go to Filter>Render>Clouds.

[12] Now change the Blending Mode to Color Dodge.

[13] Your Done!.
